This is folk traditional religious art which represents the pantheon of gods in Taoism. These are deities that were worshipped in temples by the various sects. These gods have different qualities and attributes.
Yu-huang, The Jade Emperor is the great High God of the Taoists. He rules Heaven and all other gods must report to him. His chief function is to distribute justice, which he does through the court system of Hell where evil deeds and thoughts are punished. He appears at the top of this work. Below, one can see officials of Hell and those who are punished.
Below and on a horse is T’ai-ch’ing who hold a fan. The fan is a symbol of his powers.

The character with a black face and who is towards the lower end of the painting could be Li T'ieh-kuai, a god for those who have bodily deformities. His purpose is to alleviate human suffering.
At the bottom is a representation of Hell. Here, we can see the Taoist notion of hell with officials who judge and meet out punishment to those found guilty of earthly sins.
